This can be done either with the Regional Bar Association Cologne (according to § 73 Abs. 2 Nr. 3 in conjunction with § 73 Abs. 5 BRAO) or with the Arbitration Board for the Legal Profession (§ 191f BRAO) at the German Federal Bar Association.
